in admin panel works and mods wont show in admin panel either my current theme or SMF defualt work

I can see TinyPortal there but with no links

what can i do to edit some stuff without that

yeah lol i had to fix english-utf to english but my settings php was set to read only so i had to chmod it and now i fixed it
