Display Article Subcategories vs. article items

Hello everyone,
Fresh out of the box user here so bare with ignorance.
Is it possible to have a menu or block that will display/list the hierarchy of article subcats?
Much like "Permissions" block....
eg.

Articles         =
-Sports
-Politics
-International
============

Trying to mimic (read repleace) Joomla menu naviation.
