TimeOut, thus some files not installed?

I installed TP, and evetually it gave me a time out, however, most bits were working, the only bits that i can find currently that are not working are Member in the Admin section, and Articles.

I've already fixed up the members bit by uploading a previous copy of Profile.php (I have a small apache server on my computer).

The problem is Load.php. Which I am getting an error from Articles

Parse error: syntax error, unexpected '<' in /home/ssinc/public_html/w3civ/Sources/Load.php(1735) : eval()'d code(209) : eval()'d code on line 1

I checked Load.php and the first line is <?php, and the last line is ?> so whats going on?

When exactly do you get the error? Is it when you try to access the Article Manager in the Admin area? Or is it when you try to access a php article?

From the index, I go Guide (renamed to guides) and click on the first guide.
http://w3civ.ss-inc.net
and it comes up with that.
