You should not move any files from the structure they are plqaced in, just change the permissions to the file/folder where they are precent.
And it's not the file with ~ you change, its the file with out the ~ thats being read by the script. The marked file is a backup file the package manager adds every time you install a mod to your forum.

G6, thank you for giving me an alternative answer, i have checked my public_html/forum directory and there is no ssi.php file without the ~. There is one in the WWW/forum directory...

Also what permissions should these files be changed to, 750, 644, 755, ? I have no idea...can u help me with that too.....as u can tell i am a bit of a newb with this....
Again,  any help would be amazing....thnx in advance.

Well, it seems like we found the issue. For some reason the files dont get added correctly when you install the mods.
What you can du is to manually take the missing files and add them manually and then add the code for the mods manually, thats about it when you have permission problems with the server your using. Manually install will always work though.
But start with uploading the missing file/s so they are there and in the correct place, then add the codestrings manually to them for TP. The permission to the folders and files work with 755 on some servers but most servers require 777
The modinstruction can be found in the doc section.
