tinyportal There isn't the menu

I loaded *Tinyportal
I loaded *smf 1.1.3
and
I loaded * tinyportal language turkish-utf8 ( ftp in /forum/defauld i loaded )

( TPhelp.turkish-utf8.php,TPmodules.turkish-utf8.php,TPortal.turkish-utf8.php,TPortalAdmin.turkish-utf8.php )


but

The menu isn't  getting out

my database THE CHARACTER SET UTF8_TURKISH_CI

where is problem ?

( I am chooseing the language ( english ) The menu is appearing  )
