Weird symbols in Spanish translation

Well i hope the images can help







What do i do to get rid of those "?" symbols?

Technical stuff:
- SMF 1.1.3, Tinyportal 0.9.8.
- I'm using the basic translation packs (Found in the Download section of SMF and TP pages) the translations without "UTF-8".
- Installed a lot of mods.
- Using an UTF-8 database (I checked that when i installed my forum)

Any help is greatly welcomed =)

PS: This only happens with Tinyportal sections, the SMF translations don't show this at all.

If you have your DB set to show utf8 language, you must also use the utf8 language package for the text to show correct.
