but I Have Problem at admin panel it show right and left block

In your TP admin you have a checkbox where you can turn off the panels when inside the admin.

It Not work for new Mod ( it work for index.php?action=tpadmin and another )

Not sure if I really understand what your problem is.  But if you are wanting to remove the blocks in the admin panel you can do that in the TP admin panel.  Make sure you have the option to show blocks in the admin panel set to no.
