When I click on Install Now, things look to be going good until this pops up on the next screen:

Install / Upgrade TinyPortal v0.9.8 beta

Upshrink table exists
Settings table exists
Updated version to 098
Blocks table exists
Changed pos in blocks table
Changed pos in blocks table
Variables table exists
Changed value5 in variables table
Articles table exists
Updated body in articles table
DL manager table exists
Shoutbox table exists
UTF-8 setting is found.
table could not be updated

I've gone through the folders looking for the folders to be sure I can set the ch-mod to 777. I can't get the Packages/temp folder to let me change the settings (it gives me the error message: An error occurred changing the permissions on the file or folder on the FTP Server. Make sure you have permission to change this item. Details: 550 Could not change perms on temp: Operation not permitted.) But all other folders are changed.

Any suggestions would be most appreciated. I'm trying to avoid having to manually upload the files.

edit: Oh, fresh install, no modifications or themes have been applied yet.

You need to rerun the database upgrade from SMF forums.
Download the big upgrade package they have for smf1.1.3 and extract the file to your local PC.
Then take the files
upgrade.php and the 2 .SQL files from it and upload them to your forum root dir (where the forum is installed) and then point your browser to the upgrade.php
Then download the manual_tp_install.php database only file and do the same with that.

Ok, did that, and it tells me I need to update some files. Doesn't tell me which ones, so I guess I should I just upgrade the whole SMF to the newest release?

Didn't get this far yet.

Guess I'm just not as technical minded as I thought I was. I've never had this difficult a time getting anything to work.
