I just tried this:

Went to cpanel and installed smf (1.1.2)
After successful install, updated through PM to 1.1.3, again successful
Then installed latest TP (the one linked at the top of the forum) on top of 1.1.3 clean install on the default theme.
Everything went fine with the install and TP shows up on the index page, but in admin I see the following:

Can anyone tell me why this is happening? It specifically said TP 0983 was supporting 1.1.3 now. Any help appreciated. Thanks.

OK, for all of you out there that might be having this problem as well, I just found the answer:

Language is set incorrectly! Evidently, buy default SMF installs with English-utf8 as the language. You need to go into server settings and change it to just English (at the top of the list) and it fixed the problem, at least for me. Don't forget to make your settings.php writable and the change it back to 644 afterwards. Hope this helps someone else struggling with this problem.

This has been discussed several times.  There is even a sticky at the top of the installation board on how to fix this.  You could save yourself a lot of time in the future with a simple search.
