What's going on here? Addons "aren't" installed?

Hi, I just noticed that the only two mods I have installed (Tiny Portal and Gallery2 integration) claim not to be actually installed on my Packages page?  These two mods are/were installed and are working fine, so what's the deal?

I'm using 1.12 with the latest versions of the aforementioned mods.

Doesn't matter as long as they work...
however, if you want them to Show up in admin go to your ftp: /foum/packages/installedlist edit it to show what you want, change permissons on it to 777

Well I found out that if you use a different language on your site it will do that, and you need to do the installation manually.
