How can I add a scrollbar to my themes block? I asssume it would be in TPortalBlocks.template.php somewhere.

It should automatically have one if you have enough themes to select from.

I have 5 including the default but it only shows them in a dropdown box instead of a box like the one on this site.

Ahh... I see what you mean. That is a new feature that Bloc has added, which I'm assuming will be in the next release for us. :)
