UTF-8 error on install

Using the latest version of both SMF and TP - Fresh Install

On both the package manager and manual install. I get the following screen:



On the package installer, this comes up after "Install Now" on the manual it is immediate after hitting the manual install url...

The line in the settings.php $db_character_set = 'utf8'; IS commented out to alleviate the "Names" error.

If this is a fresh install then why do any TinyPortal database tables exist at all?

Thats not a fresh install of TP, it might be that he used a backup for the DB on a fresh install.
And TP doesent support utf-8 at this time, it sees the tables with utf-8 but it will not update anything. You have to manually add the utf-8 language after the install.
