Change the permissions to the tp-downloads folder and the content inside the folder.
A common file permissionerror some hosts have, but by changing the permissions to the tp-downloads folder most of the issues will be solved

I went to your download settings and after PDF for file types you put a comma. Removed the comma and it works fine

Should be


zip,rar,doc,jpg,gif,png,pdf

The test file you uploaded checked out ok!  The file I uploaded didn't, but I haven't tried upload anything after you fixed the problem so I will let you know when I test it tonight.
