Is there a way to make a block minimized by default?

I know you can make it so blocks can be minimized by the user, but is there any way to set them so they are minimized by default and have to be maximized by the user if they want to view them? My navigation lists are getting pretty long, so I wanted to make some of the less-used boxes be minimized by default so that only people that actually wanted to use them would have to fiddle with them.

If there is no way, it's not a huge deal, but it'd be nice.
