How in the world do I place the center block under the articles in the center of the front page? The blocks always show up on top, and there is no option to move it down.

Use frontpage blocks instead. You can then tell frontpage blocks to display on top or on bottom. But this limits it only to the frontpage though.

Ok, that is cool for the front page. It may look like I will have to modify the theme to place the certifications in the footer thank you.
