TP0.971 Fails

I ran into a bit of a problem.  I put my forum into maintenance mode, uploaded TP 0.971, and then TRIED to uninstall 0.97.  I get the error

"This package cannot be uninstalled, because there is no uninstaller!

Please contact the mod author for more information."

I have never run across this one before.

Extract TP097.zip and open package-info.xml.
Make sure your smf version is added on each of the lists. Especially under Uninstall For (or something similar)
Save it!
Delete TP097.zip from your packages directory
Then upload it via package manager from there. If this doesnt work, i dont know what will
