Front page block arrangement

I have tried to arrange the front page block using the options A B C D but it remains the same. I wanted to to have 4 blocks arranged in two rows but its not working. What am i doing wrong. Am using Amber theme.

That option is only for articles best to my knowledge.

To set your blocks arrangement check in Settings area and play around with the "show left panel" right panel, center panel settings
