Downloads Module Problems

At the moment, only the Admins on my site can upload files. How do I make uploads allowed globally, but where they must be approved first?

In your download manager settings go to -> All uploads must be approved? :  Yes, except the membergroups that can manage downloads.

and then you have to set the permissions for the membergroups you want in Members->Permissions in your smf admin panel.
