Submit article?

1) I do not see the "Submit an Article" when I login as admin. Is this supposed to be the way? How can an admin submit an article?

Conversely, I see the link when I login as a user and am able to submit an article for approval.

2) What is the meaning of featured article? I see that only one can be featured when more than one can be on frontpage.

1. Admins can go into TPadmin anyway..why do they need to submit?
2. "featured" means it will always show first..regardless of date. So more articles can be on the frontpage, but they are sorted on date + forum posts also sorted on date.
