Is there anyway just to get the download place ONLY, on my site?

You mean just the module with out TinyPortal installed ?
If so the answer is no, The download module is built in TinyPortal, and caant be used as a single mod only.

You could try a SMF mod called "simple download". It doesn't have user upload feature though.

You can achieve this.
Install tinyportal.
Dont make the left or right panel appear.
Use go directly to Forum Index for the "What to Show on Frontpage"

Disable all other modules.

This way you can use only that module.
