Where are the font styles & sizes controled for the tp blocks? Are they controlled by the SMF stylesheet or somewhere else?

Essentially yes. Anything in TP will use the defined style as set by the SMF stylesheet. This is good, because of uniformity. If you want to specify your own styles for say, articles, add them to the SMF style.css and call the style from the article.

Also look at TportalBlocks.template.php if you want to change the appearance..its just like other template files in SMF.
