With Enterprise the text is white and it doesn't show up in the white bubble in the Shout Box.  Is there a way to make the bubble black?

If your using the Enterprise Theme, I did a semi remake of it you can download if you like and try:

Should have a modified Shout I did also to match the theme BG!
