ShoutBox But Onlly Admin can Post

[maryclare]

Have Shoutbox running but only Admin forum members can post.

Any suggestions on what could be wrong would be greatly appreciated!

SMF and the database are 1.15

TP was installed today, the zip file is Tiny Potal1_RC2

I have checked, rechecked and rechecked every permission setting.  Even opened up to guests and could not post.
