appearing in articles

When I cut and past from various resources into the WYSIWYG editor I recieve this in the saved output or after I change the article it appears all over the article text...

Any Ideas?

I tried to search the board for this error but did not find it-

I had similar problems with double spaces, double enters and characters like Ã,½ ë ä.
After I changed the TPortaladmin.php file my problem was solved.
