blocks not showing up on article pages

I have searched, can't find or missed answer..  I know this has been going on for a while, just getting around to looking into to.  When I create an article, if I have any of the panel/blocks set to display, they don't. Seem space is there for them, like if I tell the article page to show the left block the article is offset to the right to accommodate for the block. Just the block does not show up.  Maybe something I didn't do during the install of the theme?  this has been the theme from the beginning of the site.  I did change the theme to default core and still no display of the block.  What am I missing?  Or is this a theme issue I need to most to theme support?   Thanks in advance....

Are the blocks set to show everywhere? Are the panels set to show in the article category?

:-) I might not have thought about it, but I just set up a new site for someone with articles and blocks two days ago. At first the blocks weren't showing on the article pages. It's something that we all can forget.
