Panels and Blocks Error

If I enter:Admin/Panels and Blocks. Error messages get.

This is the key:

wrapper is disabled in the server configuration by allow_url_fopen=0

In your php server configuration you have allow_url_fopen disabled. You need to turn it on (if your host allows it).
