what does it mean and how can i fix it?

It means the file was not found.

So make sure it exists in the place it should be.

Could also mean that the file has the wrong permissions and cannot be read.

I was thinking the same thing Skhilled. The error resembles a permission issue or the php info could not be located.

uhh..... the guide lines just said something about staying on topic, dont hijack other people's topic, put the check icon on if it is solved and that's all, nothing about asking questions.... and yes i know something is missing in the php file so how do i fix it...?

If you read the guildelines completely you would see that we are asking for information about your setup. Right now, I have no clue if you are running SMF 1.0 or SMF 1.1.x. Nor do I know if you're running TP 0.9.8 or TP 1.0 beta.  All of these things are necessary so we can understand what you're running to test the same issue. You also haven't mentioned what you are doing. Are you trying to install? Do you get this error on a certain page or what? I have no idea what you're doing. Can you see why we ask for the guidelines now? :)

We didn't ask if your php file had something missing in it. We asked if it was missing completely. We also referred you to the fact that it may be a permissions error. Check the permissions on the file to make sure it is accessible/readable by your server. If you don't know how to do that, consult with your host to help you as we can't do that without logging in on your account.
