Shoutbox layout suggestion

After reading the topic here:

I opened the shoutbox here and had a good look at it. The layout is a bit off, ergnomically.

The smilies and BBC code buttons would be better placed directly above the text field box. When you reply to a topic in the forum, you don't scroll all the way to the top to get at the BBC buttons, there are no posts between. Personally I don't think the shouts should be between the input controls.
