Apply MOD error

Fatal error: require() [function.require]: Failed opening required '/home/acct/public_html/Packages/temp/./tp_install.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /home/acct/public_html/Sources/Packages.php on line 556

I got that error after the test files phase of the installation. It said all files passed so I hit continue and got that. Now I can't install anything from the Package Manager because it keeps saying this:
You cannot download or install new packages because the Packages directory or one of the files in it are not writable!

The packages dir is set at 777 as is everything in it.

OK, I figured out that TP is requiring a dir named temp which is not installed in the Packages dir by SMF, so I created it myself. I can now reinstall TP but I am still getting this fatal error after the files check and I hit Install Now:

Beta 2 just installed fine but can't be configured because no link shows up to it in the admin panel
