Can the option to display or not display blocks be added for modules? For instance, there is no option to hide or display blocks for the downloads section. While in the download module settings you can turn off/on the panels, that does not give the option to display a single block... only the panels.

Yes, this is actually planned lol..but haven't dug into it. Downloads will be extracted to a module, so it will then benefit from that. The module is supposed to supply a checking routine so TP can just query it, and get back a list of options where the block can show. Same when it fetches the blocks. This will allow the module to decide if for example you can show a block on all its pages or in a single download item(for Downlaod module anyway)
