No such file in directory. path points to cgi-bin. no files in cgi-bin

A lot of times when we do installs, and have errors;  We work around them, but never find out what happened to cause the error, or what to do when thiis error arises.  I was hoping I could get some opinions as to why I would receive info such as the following:

I received an error message a couple of times during install configuration..when We are asked for server, and mysql info and paths;

No such files in forum directory

that the path pointed to cgi-bin, but I never installed to this directory, and nothing shows up there look through ftp client, or direct admin file manager.  all files appear in forum folder where I always put them.

Any ideas?

phpconfiguratipn and server issues are not exactly what we support, i think you will get the best answers on this from eather your host ( they should know why ) or read up on info from apache homepage.
Safe mode, wrong permissions etc
