Simple PHP coding Question

I'm sure this is a simple question but since I'm self taught I've yet to figure this one out.

   echo   '<li><a href="', $scripturl, '?action=help">' , $txt[119] , '</a></li>';

In the above code can you tell me what $txt[119] is and where to edit that or add a new $txt[567] etc...

SMF localizes its product for others to translate by putting ALL strings into the $txt variables. They are located in the language files. Most likely you need to look in the index.english.php file in your default(core) theme languages folder.
