[bugtracker] Replace file in downloads

It seems if you want to upload a new package/file to the downloads when you edit an entry, it does not actually replace the file. The page reloads with no errors present. It happened on this site when I tried to replace the TP 0.9.8 package.

I also have this same problem, I had to just overwrite the file using FTP

This error was only partially fixed earlier, now it does save the new uploaded file properly.
