New SMF and TP install not showing TP

I've read lots of the posts here, and I can't figure out my problem.

default theme.
no mods
different errors on File: Subs-Package.php in Sources folder like not writable or not found.
It is there though.

I have a fresh SMF 1.1.6 install.
After a couple trys, I got the .093 TP installed via package manager.
All tests were successful/passed.
I received a screen giving a rundown on what the installer did.(untitled)
It told me to refresh my forum.
I did and nothing changed.
I looked at admin, and there is no tiny portal section anywhere.(untitled2)
I looked at the language setting, and it is English. that is the only option.

any help is appreciated.

Hey Bramblefoot, welcome to TinyPortal.

If you are getting 'not writable' errors then your file permissions are not set correctly. Try using your FTP utility to set the permissions to 777 on the files that the installer is looking for.

You may end up needing to do a manual install, its not a difficult thing to do and is a great learning tool for knowing more about your forum files.

while attempting to manually install TP, the index.template.php file doesnt have some of the searched for lines in it.
Im positive i got the right one from the themes/default folder.

The SMF Default Core have the strings your looking for, the guide is based of the code in that theme, so you try and search the code again.
