Hi,
What does Link Manager do? Is this some kind of Link Exchange?
I already activate it but still it says "Not implemented"
Please help. Thank you.

Not implemented means just that ;)

It's not there yet, it's just a dummy for a future release of TP. So it's not possible to use it as it's not added to the files yet.  :)
