Help w/Blocks

i read tutorials here already and i have been trying to figure this out forever it seems.  i am using the TinyPortal v1.0.5 beta version and i am trying to make my portal look/layout like that of this site:

which blocks do i use?  if i know which blocks i need to use, i can work the code accordingly.  any help would be very much appreciated.
