Hi!
In my forum i've see that guest can rated some files in download area and this bug is present also in this site (see screenshot):

Actually i've fix(?) with this mod: http://www.tinyportal.net/index.php/topic,28401.msg226317.html#msg226317

- rating downloads were allowed for guests.Fixed for TP v1.0 beta4

Edit: actually i've refix in template.

You are right, the fix was incomplete. I rewrote it, but the template solution will also work. :)
