One thing I like is a shoutbox,

Excited as a kitty with a mouse when I thought it was in with the TP.

Where is it? Maybe I need to dl it from somewhere.

It is in TP. It's in the modules section of the TinyPortal admin links.

I know about that when I went to look where you said, it says active but it never shows.

After activating it, you have to go to the Panels and Blocks Section then add a block that will display it.

Make sure you enable the block to show where you want it then go to your homepage...
