The site you mentioned has the forum on an .html page. I'm not even sure that they are using SMF or TinyPortal, since there are no copyright lines at the bottom of the page. (They may have paid to remove the SMF copyright.)

Technically, I suppose it would be possible to do what you want. Most anything is possible. However, it would be a great deal of work and it's doubtful that you would find anyone willing to put that much effort into something that changes nothing about the actual functionality of the site. If it's important to you to have the setup you describe, the only thing I can suggest is that you do it yourself.
look at the poster below, someone else has done it before ;)

i have also seen it on runelocus.com but they changed it with their own one now

Runelocus.com has a HTML page for the frontpage. It is not TP or SMF. They then link to the forum. TP is a mod to SMF. There is NO POSSIBLE WAY AT THE CURRENT TIME TO SEPARATE THEM. You can use some of TP's functions to make pages appear that they are using TP etc if you'd like. But what you are asking to separate them into different folders is NOT possible at this time.

Who is the "poster below"?

If you have found someone who has done it, then I would suggest that you contact that person to see if he or she can help you.
