Creating a mirror site

What is the best way to create a mirror site for testing? I am about to endure the process of theme creation and dont want my users to suffer through the experience!

Install the same setup into another folder and use a different database. Then just import the existing database into the new one. You now have a copy of your site.

I've never found it necessary to have an exact duplicate of my site. Maybe if I had a HUGE site it may be needed, but I usually just run my tests on a local server with WAMP or something. Very easy to do and much quicker than doing changes on a host. :)
