users on my forums (and me) cannot quote...at all. i either get a loading bar, or nothing. we cannot quote through the "reply" screen either.

also ive noticed, i have to go and manually change permissions, i cannot use the dropdowns, they will allow a function, but not clear/deny it.

these problems happen in the core theme too.

Reupload the theme files manually and replace the old with new ones and see if that help.
If that does not help you, you have something wrong in the sources files.

Not sure if this has an effect on it, but you have some white space in your index.template.php file. Check to make sure there is no spaces or line breaks before the <doctype declaration in your index.template.php file.
