where to upload specific language files

HI all
This is my first attempt with Tinyportal and it looks really good. Soon I will implement it in a technical area at work. But first I have to know where I upload the portuguese language files.

All language files should be uploaded to the Themes/default/languages folder.

After installing the portuguse language files I get this: Mostrar informa��o do utlizador/novidades em cima.
What can I do to correct the ��. They are the special charaters like ' `~ ç etc

Make sure if your forum is set to UTF8 that you use the UTF8 language files for your language. If not, then make sure you are not using the UTF8 language files.

Yes i think it's in utf8, because the smf i'm using is translated to portuguese and I never had the �� problem, only when I installed the pt language packs fo TP
