Ok we are useing freeweb7.com to host our SMF forum we choose SMF 1.1.3 cus of the themes for that version are cool and we wounded can we use TP on it with it been a free hosting place and a older version of SMF

Yes you can use TP on an "older" version, The 1..1.4 SMF were just smaller bugfixes so the versions are pretty much the same.
If you have access to the admin panel in SMF on your free host, and they allow you to install mods through the SMF package manager, you should have no troubble installing the tinyportal mod to your site.
Just make sure you set the forum to SMF Default Core theme when you make the install, and also, you have to replace the other themes you have now with themes that are made for tinyportal. (same as SMF themes, just converted to work with the portal) You can find these TP themes on this site through a search.
