Such thing as too many blocks if not enabled on every page?

Say I want to put a big "new topic" button on the main page of each board.  Being a novice the only way i know to do this is put a button javascript code in a block and have it where it shows only on that particular corresponding board. That would be around 20 blocks, 1 for each board. Would this slow down my webpage or am I going about this the wrong way? Thanks ahead.

Loading many java scripts on a page can and probably will lead to a heavy server load yes.
Also this is more of an SMF questions and the forum and topics support is their department to help you out with.
