I am using SMF 1.1.3 with TP 0.9.8 and I want to block non-members from accessing the site.  I thought that I had done this by removing all permissions and disabling their ability to browse the forum but it shows between 6 and 10 guests online at any one time.

Can I block them from accessing the site and from registering?

You can disable registration, in admin/Members/Registration/Settings and in the drop down "Method of registration employed for new members" choose disable registration.

You cant block guests to access your url.
As soon as a guest or bot access your sites url, one new guest will be listed as guest even if they can see anything from the forum.
Also, you need to separate whats TP support and whats SMF support.
This question should have been asked on SMF forums..

Sorry.  Still learning and it looks like I'm doing it the hard way.
