I am trying to install tiny portal and it is giving an error in index.template.php when I try to install it via the package manager. I can't find the code edits anywhere. Can you help me?

GPGrieco

well, I tried to just install it manually and now it is giving an internal server error. How can I fix this? My site is http://awsomeflashgames.net

Double check you edits and make sure all the edits have been done properly.  They can be found  http://www.tinyportal.net/index.php?topic=14195 there and the complete manual install instructions can be found here

I don't see anything wrong. I don't have many mods installed so I tried to just upload an index.template.php from a fresh install (I didn't install the whole board, I just uploaded a clean, un-touched index.template.php file) and it still isn't working, should I be looking at the rest of the files even though only index.template.php gave an error? Would a fresh install be better, I would prefer just to fix the problem, but if I have to I could try a fresh install.

You do not have to do all of that.  Just downlaod the big upgrade package from smf and upload the files to your fourm.  Overwrite the file there with the new one from the upgrade package.   Then you will have to reinstall any mods you did have.  I would suggest installing the TP mod first since it is usually the biggest
