Excellent!  That's what I'll do...

I just tried installing SMF to a www/test and it needs setup of another dtatabase.. so I'm kind of stalled there until I speak to my host.

So, if I insstall it locally will SMF not also need installaion of MySql?

go get easyphp like I said, it installs the webserver, the php modules, and the mysql server, everything you need in one small, easy package.

Ok, I did all that...

But I get an error when I run the SMF install.php.

It reports missing language files - I think php language files.

I also noticed during the install of EasyPHP it seemed to hang on a box that was titled "mise A jour", and when I clicked on its "OK" button it says its "updating language.txt" but it sits there doing nothing.

I think I'll go look around the EasyPhp board and see if there's a clue there.

I also noticed that its really sloooooow. Now I suspect that's because I'm on a Intel III 450 mhz system, no?

The database and TP prefix's are critical. TP installs its tables as tportal_ just as you cannot have two SMF boards with the same prefix, you cannot have two boards with TP unless you change the TP prefix. Even here you have to be careful, because TP must still be distinctly prefixed. What I would suggest is as follows, if you are going to use the same host and database:

SMF                   - myboard1_
TP for myboard1_ - myboard1_tp_

SMF                   - myboard2_
TP for myboard2_ - myboard2_tp_

This is required so that there are no table name clashes.
