Yes, but is it diffrent during diffrent loading time during the day and night ?
SMF and TP should load under 1 to 2 sec depending on your content offcourse. If you have rss feeds, a lot of java code snippets it will take a long time to load if you dont have a VERY fast server.
A shared host or free hosts this is a "normal" loading time.

If you have a link to your site we can see your content and perhaps see what it is that take so long time to load there.
