Accidentally deleted "Submit Article" option for users.. how do I bring it back?

I want my users to be able to submit articles, but the option isn't showing up anymore after I fiddled with the site a bit.  Also, how do I make it so that threads can be posted as articles?

Threads can't be posted as articles..."yet". Have you check the submit permissions in TPAdmin under submissions?

yes, i have.   but the option's not showing up for them.
