Put this in your php article or block. Which ever you're going to use.

include('WebSpectator/index.php');

As for the custom theme stuff, you'll have to figure out the code and give it a shot. You're asking quite a bit in having other people customize your site.

i couldnt manage to get the "include" function to work so i tried to do it with a iframe

this is the code i used:
<iframe border="0" name="I1" src="http://test.ihf.lp.pl/forum/WebSpectator/index.php;" frameborder="0" width="100%" height="740"></iframe>

however it returns a 404 error even though i have given the correct path to the file.

any ideas.

i have tried it in left and right blocks but that just freezes the forum and prevents it from loading properly, i will try it in a center block soon.

Your path is right in the iframe with the exception that you have a semi-colon on the end. :)
